Campbell Bay: The ambitious Great Nicobar Island (GNI) Township Project is gathering further momentum, with the Andaman Public Works Department (APWD) floating a major ₹39.37-crore tender for the construction of a Multi-Use Office Complex at Campbell Bay.
The project, to be executed under the Engineering, Procurement and Construction (EPC) Mode-I on a Design-and-Build basis, is among the latest major infrastructure works to be taken up in connection with the proposed Great Nicobar Island development. The work will also include internal electrical installations.
The Executive Engineer, Construction Division, APWD, Campbell Bay, has invited bids for the project, which carries an estimated cost of ₹39,36,64,830. The selected contractor will have 19 months to complete the construction, followed by a three-year defect liability period.
The tender was published on August 24, with online bid submission commencing the following day. Interested bidders have until September 21, 2026, at 3 pm to submit their bids. Technical bids will be opened on September 22, while the opening date for financial bids of technically qualified contractors will be announced subsequently.
A pre-bid meeting is scheduled for September 7 at the office of the Chief Engineer, APWD, in Sri Vijaya Puram, with virtual participation also permitted. Prospective bidders have been advised to inspect the project site before the meeting to familiarise themselves with site conditions and available working space.
The tender is open to eligible and experienced Indian contractors, firms and agencies, although joint ventures have been ruled out. The eligibility conditions require substantial experience in executing large residential or non-residential composite building projects, along with proven capability in the structural technology proposed for the work.
Bidders must demonstrate a strong track record, including the completion of either three similar works worth at least ₹15.75 crore each, two works of at least ₹23.62 crore each, or one similar project costing not less than ₹31.49 crore. The tender also prescribes specific experience requirements for the structural system technology to be adopted.
Financially, prospective bidders must have an average annual construction turnover of at least ₹11.81 crore during the last ten years ending March 31, 2026, besides meeting requirements relating to profitability, banking facilities or net worth and bidding capacity. The prescribed Earnest Money Deposit stands at ₹49.36 lakh.
